R8 billion Eskom debt, corruption crisis: ActionSA wants Free State municipality under administration

ActionSA has called for the Maluti-A-Phofung Local Municipality to be placed under administration due to ongoing dysfunctionality and financial mismanagement.

The party further said that the Municipal Public Accounts Committee (MPAC) has failed in its oversight duties, allowing corruption to thrive unchecked.

ActionSA’s Free State Chairperson, Patricia Kopane, said there was an urgent need to either place Maluti-A-Phofung under administration or dissolve it entirely, citing its inability to fulfill its constitutional obligations.

Kopane pointed out the municipality’s dire financial state, underscored by an outstanding Eskom debt of R8 billion as of July last year, which threatens electricity supply and exacerbates service delivery challenges.

She condemned the recent scandal involving Corporate Services Director Sam Makhubu and Kill Crime Security Service, co-owned by his cousin Thabiso Sekhosana, as a clear abuse of power.

The Free State High Court invalidated their agreements and the R27 million debt acknowledgement, with Judge Joseph Mhlambi’s ruling exposing a deliberate scheme to exploit municipal resources and effectively “capture” the municipality.

“This corruption, enabled by weak governance, cannot continue. We call on the national government to step in, place Maluti-A-Phofung under administration, and hold those responsible to account,” said Kopane.

“The people deserve better than a municipality hijacked by corruption. It is time to restore good governance and ensure municipal funds serve the community, not the politically connected elite.”
