The EFF in Ekurhuleni has filed a complaint with the metro’s speaker against ActionSA councillor and mayoral candidate Xolani Khumalo, accusing him of breaching council rules and bringing the institution into disrepute.
In a statement issued on Friday, EFF caucus leader Nkululeko Dunga said Khumalo should face action from the council while criminal cases linked to him are before the courts.

“It is deeply concerning that Councillor Khumalo has been released on bail and continues to serve in this Council. His conduct has brought the Council into disrepute and undermines public confidence in the integrity of our municipal governance,” Dunga said.
Khumalo is a former presenter of Moja Love’s drug-busting television show Sizok’thola and has built a public profile as a self-styled anti-crime activist who joins or publicises raids aimed at drug dealing and gangsterism.
The EFF complaint follows the fatal shooting of a Nigerian national during an anti-drug operation in Windsor East, Johannesburg, on 8 February, at which Khumalo was present. No arrests have been made in the shooting.
Earlier this week, Khumalo said the operation was jointly carried out with the Ekurhuleni Metro Police Department (EMPD) as part of efforts to tackle drug syndicates and “rid lawlessness that has turned Ekurhuleni into a de facto mafia state”.
Separately, Khumalo appeared in the Palm Ridge Magistrate’s Court last month on charges of assault with intent to cause grievous bodily harm and pointing a firearm, and was granted bail.
Khumalo has also previously faced more serious allegations linked to his anti-drug activism. In 2025, murder, robbery and malicious damage to property charges against him were provisionally withdrawn while prosecutors continued their investigation into a 2023 case linked to the death of an alleged drug dealer.
In his letter to the speaker, Dunga said Khumalo’s conduct fell short of the standards expected of councillors under the Municipal Structures Act and alleged he was in contempt of council rules.

“The credibility and integrity of the City of Ekurhuleni Metropolitan Municipality have been compromised by his continued presence in the Council chamber while facing such serious allegations. The role of a public representative (Councillor) carries with it an expectation of moral authority and ethical leadership,” Dunga added.
He called on the speaker to act.
“The integrity of this Council hangs in the balance. We cannot afford to be seen as an institution that tolerates or ignores conduct that would be unacceptable in any workplace, let alone in the highest elected body of this municipality,” Dunga said.
Khumalo’s spokesperson, Siyanda Makhubo, was unavailable for comment at the time of publication.
