The Free State government has appointed Dr Moeketsi Emmanuel Mosola as chief executive officer of the Maluti-a-Phofung Special Economic Zone (MAP-SEZ), in a move Premier Maqueen Letsoha-Mathae says signals a renewed drive to rebuild state capacity and accelerate economic transformation.

Announcing the appointment on Tuesday, Letsoha-Mathae described it as a decisive step towards creating a capable, ethical and developmental state, linking it directly to commitments made during her recent State of the Province Address.

She framed the decision as part of what she has termed the “year of decisive action” to fix local government and stimulate the provincial economy, with a focus on professionalising the public service and strengthening governance.

“This is a promise made and a promise kept,” Letsoha-Mathae said, stressing that the province was prioritising competence, experience and ethical leadership in key institutions.

Mosola will take the helm of the MAP-SEZ, a strategic project aimed at driving industrialisation, attracting investment and creating jobs in the province.

His appointment follows what the premier described as a rigorous selection process supported by Economic Development MEC Ketso Makume and the provincial treasury.

Letsoha-Mathae said the collaborative approach between departments reflects efforts to tighten governance, ensure fiscal discipline and align economic priorities across government.

Mosola brings nearly 30 years of experience in both the public and private sectors. His previous roles include serving as city manager of the City of Tshwane and chief executive officer of South African Tourism. He also holds a PhD in Management and a master’s degree in Economics.

Free State director-general Molefinyana Phera said the appointment underscores the province’s focus on attracting high-calibre leadership as part of broader reforms to strengthen the public sector.

Phera pointed to ongoing skills audits and competency assessments as part of efforts to ensure that appointments are based on merit, performance and accountability.

In his response, Mosola said he was honoured by the appointment and committed to advancing the province’s development agenda. He described the role as a “full-circle moment”, noting that his public service career began in the Free State.

“This is not only an honour, but a responsibility,” Mosola said, adding that he intends to work with government and stakeholders to drive inclusive growth and strengthen institutions.

The appointment comes as the Free State government seeks to restore public trust and stabilise key institutions, with the MAP-SEZ expected to play a central role in the province’s economic recovery strategy.
