The City of Johannesburg’s 55th Extra-Ordinary Council Meeting is currently underway, with councillors and municipal officials convening virtually to deliberate on matters requiring urgent attention.
The special council sitting, scheduled for Wednesday, 30 September 2026 at 10:00, was officially called by City of Johannesburg Speaker of Council, Councillor Margaret Arnolds. Proceedings are being conducted virtually.
Extra-Ordinary Council Meetings are convened outside the municipality’s regular council programme and are typically reserved for urgent matters that require immediate consideration by councillors.
Such meetings may be called to address legislative obligations, governance issues, institutional performance matters, or other pressing municipal business that cannot be deferred to an ordinary council sitting.

As Speaker of Council, Arnolds presides over council deliberations and is responsible for ensuring compliance with council rules and procedures. A veteran public servant, she previously served as a Member of the Mayoral Committee (MMC) for Finance and Community Development. Her leadership role is linked to the governing multi-party coalition in Johannesburg, comprising the African National Congress (ANC), Economic Freedom Fighters (EFF), Inkatha Freedom Party (IFP), Pan Africanist Congress (PAC), and several smaller political parties.
The agenda and outcomes of the meeting are expected to provide further insight into the city’s governance priorities and decisions affecting municipal operations and service delivery.
