<p><strong>Business flight from North West’s Ditsobotla Local Municipality is fast approaching unless government moves faster to halt the municipality&#8217;s collapse and restore basic services under a national intervention.</strong></p>



<p>This is according to the Select Committee on Cooperative Governance and Public Administration, whose chairman, Mxolisi Kaunda, said on Friday that service delivery in the embattled municipality remains “largely non-existent”.</p>



<p>“The risk of business flight is both real and imminent,” said Kaunda.</p>



<p>He said the municipality must “strengthen its relationship with ratepayers and the business community to improve revenue collection”.</p>



<p>“Businesses must be encouraged to meet their obligations, but this is contingent on the municipality demonstrating consistent improvements in service delivery.”</p>



<p>The committee said weak and allegedly corrupt officials were eroding the municipality’s functioning and draining resources from service delivery. It called for stricter accountability.</p>

<p>North West Premier Bushy Maape has expressed sadness at the passing of Professor Dan Kgwadi.</p>



<p>At the time of his passing Professor Kgwadi was the Vice-Chancellor and Principal of the Vaal University of Technology.</p>



<p>Prior to this appointment, he served as the Principal and Vice-Chancellor of the North-West University (NWU) from April 2014 to 31 January 2022.</p>



<p>Professor Kgwadi also served as the first Rector of the North-West University, Mafikeng Campus. He started his term as Campus Rector on 1 January 2005 to 31 March 2014.</p>



<p>Premier Maape says Professor Kgwadi will be credited for guiding the North West University through the challenges of transformation.</p>



<p>“He grew up in a very poor community where there were no resources. But he was one of the few black academics who defied the odds and was passionate about physical science and mathematics from an early age. <p>A former Director of Moses Kotane Local Municipality was arrested on Monday by the Hawks’ Serious Commercial Crime Investigation for fraud relating to the alleged simultaneous occupation of two government posts without her employer’s knowledge.</p>



<p>&#8220;It is reported that in March 2022 the former Director of Moses Kotane Local Municipality applied for special leave. Her annual leave was reportedly supposed to take effect two months later, and she was to return to work towards the end of June,&#8221; Captain Tlangelani Rikhotso said.</p>



<p>The suspect allegedly subsequently reported sick, thus failing to return to work. It later came to light that the suspect was also reportedly employed by another government department during the period that she had reported sick.&nbsp;</p>



<p>She allegedly received a salary from the municipality during the said period. Meanwhile, the municipality appointed someone to act in that position during her absence.</p>

<p>The high rate of substance abuse in South Africa was cited as the main reason for the strong objection to the provisions of clause 8 of the Basic Education Laws Amendment Bill which regulates the possession, consumption or sale of alcohol on school premises.</p>



<p>These were the views the residents of greater Ngaka Modiri Molema District Municipality shared with the Portfolio Committee on Basic Education during the public hearings on the Bill at the Mmabatho Civic Centre in Mahikeng.</p>



<p>The hearings were the second of three hearings in the province which form part of the nationwide public participation process on the Bill.</p>



<p>The promotion of public participation is an obligation on Parliament in line with Section 59 (1) of the Constitution, which compels public involvement in the legislative-making process of the National Assembly.
