<p><strong>The City of Tshwane says verified private-sector projects in its investment pipeline have risen more than eightfold to R15.4 billion, as the metro works to rebuild investor confidence and drive economic growth under its revitalisation strategy.</strong></p>



<p>It said the value of verified projects had increased from R1.7 billion in June 2025 to R15.4 billion by the end of March 2026. The figure refers to projects in the investment pipeline and not necessarily to completed or fully operational investments.</p>



<p>The city said the increase reflected the early impact of the Tshwane Economic Revitalisation Strategy, which was adopted by council in April 2025. The strategy aims to accelerate economic growth, attract at least R17 billion in new investment and generate at least 80,000 jobs by 2029.</p>

<p><strong>Parliament’s Standing Committee on Public Accounts (Scopa) heard on Tuesday how the City of Tshwane is still struggling to recover from years of financial instability caused by unfunded budgets, weak revenue collection and poor audit outcomes, even though some areas of expenditure control have improved.</strong></p>



<p>Tshwane mayor Dr Nasiphi Moya told the committee that the metro’s financial troubles could be traced back to the 2020/2021 financial year, when the city adopted an unfunded budget with an average deficit of about R4 billion.</p>

<p>Moya said the trend continued for four years, affecting the city’s ability to deliver on its promises to residents. Although the deficit was later reduced to about R2 billion, the municipality was unable to secure a loan to augment its finances because of its audit findings.</p>

<p><strong>City of Tshwane mayor Nasiphi Moya says the city is not facing a water crisis but rather battling losses caused by ageing infrastructure, leaks, and inefficiencies, as she also pointed to signs of financial recovery and improved stability.</strong></p>



<p>Delivering her State of the Capital Address (SOCA) on Thursday, Moya said Tshwane supplies between 800 and 900 million litres of water daily through a mix of bulk procurement and internal production.</p>

<p>“Bulk procurement accounts for 72% of supply, mainly sourced from Rand Water, which provides over 600 million litres per day,” she said.</p>



<p>Moya said non-technical losses stood at 39% when the administration took office, driven by theft, unbilled consumption and ageing infrastructure—some of it more than 50 years old.</p>

<p>By Johnathan Paoli<br>&nbsp;<br><strong>Tshwane Metro Police Department (TMPD) chief Yolande Faro told the Madlanga Commission on Wednesday that the service level agreement with El Shadai Security Services was signed during her leave without her first seeing the document or a list of successful bidders.</strong></p>



<p>Faro was being taken through evidence by advocate Mpilo Sikhakhane that appeared to show possible outside influence over a City of Tshwane land invasion security tender, when she made the remarks.</p>

<p><strong>The City of Tshwane said on Wednesday the National Department of Public Works has processed payments totalling R91 milliontoward municipal accounts in arrears, as the metro steps up efforts to recover about R1.9 billion it is owed by national and provincial departments.</strong></p>



<p>The payment follows the metro’s Tshwane Ya Tima revenue-collection drive, under which city teams have carried out credit-control site visits and disconnections at selected government properties.</p>

<p>Mayor Nasiphi Moya said electricity was disconnected at the Department of Labour’s Pretoria head office, which she said owes R11 million, and at the SAPS Academy, which she said owes R3.8 million.</p>



<p>The metro also targeted premises housing the state IT Agency (SITA), which the city said is linked to arrears of R4.3 million. <p>In a statement with Hotsauce Productions, the city said: &#8220;The City of Tshwane, together with Hotsauce Productions, wishes the renowned artist and phenomenal dancer Makhadzi a speedy recovery.&#8221;</p>

<p>Presenting the figures at its first quarterly public-safety briefing on Tuesday, officials warned that the festive season and ongoing heavy rains will place even greater strain on policing and emergency services, urging residents to play a more active role in preventing avoidable deaths, injuries and service disruptions.</p>

<p><strong>The City of Tshwane has launched an ambitious plan to reposition South Africa’s capital as a hub for investment, innovation, and job creation, with executive mayor Nasiphi Moya declaring that “Tshwane is open for business.”</strong></p>



<p>Speaking at the metro’s inaugural Investment Summit in Menlyn on Wednesday, Moya outlined a bold economic vision under the theme, <em>Tshwane Rising.</em></p>



<p>The mayor set immediate and long-term targets aimed at unlocking the city’s potential, reviving dormant assets, and restoring confidence in municipal governance.</p>



<p>“Our bold targets are to grow the local economy at an average of 3.9% by 2029, attract between R17 billion and R26 billion in investment, and create at least 80,000 new jobs,&#8221; Moya said.</p>



<p>&#8220;Taken together, these enablers show that Tshwane is serious about creating the right environment for investment. The assets are ready, the systems are improving, and the incentives are in place. <p><strong>The Democratic Alliance (DA) delivered a strong performance in Wednesday’s by-elections, retaining all three wards it contested in Gauteng and the Free State.</strong></p>



<p>The by-elections took place in Tshwane Ward 98 (Theresa Park, Akasia), Tshwane Ward 44 (Faerie Glen), and Metsimaholo Ward 14 (Vaalpark, Sasolburg).</p>



<p>The results consolidate the DA’s position in urban strongholds, while the party also held off challenges from the Freedom Front Plus (FF+), African National Congress (ANC), and Economic Freedom Fighters (EFF)</p>



<p>The DA surged to 73% of the vote, up dramatically from 42% in the 2021 local government elections.</p>



<p>It swept all eight voting districts in the ward, signalling a growing consolidation of support in the north-western suburbs of Tshwane.</p>



<p>While the ANC (10%), FF+ (9%), and EFF (5%), all saw marked declines compared to their 2021 performance, the DA capitalised on this fragmentation.</p>

<p><strong>The Department of Cooperative Governance and Traditional Affairs (COGTA) has taken a critical step by reviewing the 1998 White Paper on Local Government, a policy that once promised transformative, people-centered governance but now stands as a relic of unfulfilled potential.</strong></p>



<p>Decades of financial mismanagement, service delivery failures, and systemic corruption have eroded public trust, leaving municipalities dysfunctional and communities disillusioned.</p>



<p>This review is not just necessary—it is urgent, and its success depends on bold, actionable reforms.</p>



<p>South Africa’s local government system is in crisis. </p>



<p>Municipal debt has ballooned to R230.5 billion, with households—many already struggling—bearing the brunt. Water and electricity failures have become routine, while corruption and political interference paralyse governance.</p>



<p>The skills deficit is equally alarming, with key positions like municipal managers remaining vacant, crippling service delivery.</p>
