Johannesburg metro police impounded 23 vehicles in Region G on Wednesday in a zero-tolerance enforcement drive aimed at curbing lawlessness and safeguarding learners and commuters, the city said.

The crackdown follows a deadly scholar transport crash near Vanderbijlpark on January 19, in which 14 learners were killed, and the subsequent arrest of the driver, who has been charged with murder.

City of Joburg Public Safety spokesperson, Alex Mandlazi, told Inside Metros that the operations did not affect scholars or their schooling, and it would continue “until we reach the limit”.

He said other public transport would also be targeted.

Mandlazi said that the operation takes place from 6 am to 9 am.

Any impounded vehicles are held at the Wemmer Building Complex.

The Johannesburg Metropolitan Police Department (JMPD) has begun impounding non-compliant vehicles across the city, according to the Public Safety MMC Dr Mgcini Tshwaku’s online social media account.

Tshwaku confirmed the citywide operation targeted unsafe and non-compliant scholar transport vehicles.

“JMPD officers are actively patrolling key routes, removing vehicles that endanger learners, and ensuring children are placed in safe, approved transport,” he wrote.

“There is zero tolerance where children’s lives are at risk. Compliance is mandatory,” Tshwaku said.

The operation comes as part of a broader push to restore confidence in the scholar transport system, which has been shaken by the Vanderbijlpark tragedy.

A 22‑year‑old scholar transport driver will appear in the Vanderbijlpark Magistrate’s Court on Thursday.

Johannesburg authorities have raided yet another premises on Bryanston Drive as part of their intensified campaign against property hijackings.

Reports confirm city officials raided the premises on Monday morning, with more information to follow.

This comes after Johannesburg Mayor Dada Morero confirmed another operation on Thursday.

He said the City of Johannesburg conducted a follow-up compliance operation at a mansion valued at R5.1 million, which had been unlawfully occupied. The property was found to have accumulated more than R1.2 million in unpaid water and electricity bills, despite services having been disconnected in December 2025.

Officials discovered that both water and electricity had been illegally reconnected, prompting swift enforcement action.

During the raid, a man believed to be the ringleader behind the hijacking was arrested.

Authorities also seized suspicious goods from the premises, with investigations now underway to determine the full extent of the criminal activity.

Former Johannesburg Metro Police Department Chief David Tembe has been found dead at his home.

Details surrounding his passing remain unclear.

Tembe served as the head of the JMPD until 2020 and stepped down from the role. He continued to play a role in public safety. He was the previous Member of the Mayoral Committee (MMC) strategic advisor for Public Safety under Mayor Mpho Phalatse, and his term ended in June 2023.

In November 2025, Tembe was seen conducting outreach initiatives with the Public Safety officers, which indicates he was present in a new, different capacity than his previous one as the sitting MMC.

After serving for close to 20 years with the Emergency Management Services, Tembe was appointed Director of Operations for the JMPD in 2003. 

During his time with JMPD, he was awarded and commended by the National Department of Transport for innovation and excellence in Traffic Law Enforcement. In 2011, he was appointed National Chief of Traffic (RTMC) until he resigned to pursue a career as a consultant in Law Enforcement in 2013.   

His career was not without controversy. In 2020, former Public Protector Busisiwe Mkhwebane found that Tembe fraudulently obtained his metropolitan police diploma qualification.

Tembe was shortlisted and ultimately appointed as Chief of the Johannesburg Metro Police Department (JMPD) in 2017, despite the job advertisement stipulating that candidates should hold at least a bachelor’s degree or an equivalent qualification in a relevant field such as policing or management, a requirement he did not meet.

According to former Public Protector Busisiwe Mkhwebane, the evidence available to her showed that Tembe’s highest qualification was a three-year diploma in personnel management obtained from Mentor Business College.
