<p><strong>Tshwane Mayor Dr. Nasiphi Moya has raised alarm over the city’s annual expenditure of R30 million on salaries for suspended officials, most of whom are senior managers.</strong></p>



<p>&#8220;One of the concerns that we have was the amount of money that we pay for people who are sitting at home,&#8221; Moya said. </p>

<p>Moya explained how disciplinary processes have dragged on, with some officials finding ways to delay proceedings. <br><br>&#8220;Either they will change lawyers. When they change lawyers, they ask for an extension. They find a way to play with the system, and they are within their rights,&#8221; she said.</p>

<p><strong>Parliament’s Standing Committee on Public Accounts (Scopa) heard on Tuesday how the City of Tshwane is still struggling to recover from years of financial instability caused by unfunded budgets, weak revenue collection and poor audit outcomes, even though some areas of expenditure control have improved.</strong></p>



<p>Tshwane mayor Dr Nasiphi Moya told the committee that the metro’s financial troubles could be traced back to the 2020/2021 financial year, when the city adopted an unfunded budget with an average deficit of about R4 billion.</p>

<p>Moya said the trend continued for four years, affecting the city’s ability to deliver on its promises to residents. Although the deficit was later reduced to about R2 billion, the municipality was unable to secure a loan to augment its finances because of its audit findings.</p>

<p><strong>City of Tshwane mayor Nasiphi Moya says the city is not facing a water crisis but rather battling losses caused by ageing infrastructure, leaks, and inefficiencies, as she also pointed to signs of financial recovery and improved stability.</strong></p>



<p>Delivering her State of the Capital Address (SOCA) on Thursday, Moya said Tshwane supplies between 800 and 900 million litres of water daily through a mix of bulk procurement and internal production.</p>

<p>“Bulk procurement accounts for 72% of supply, mainly sourced from Rand Water, which provides over 600 million litres per day,” she said.</p>



<p>Moya said non-technical losses stood at 39% when the administration took office, driven by theft, unbilled consumption and ageing infrastructure—some of it more than 50 years old.</p>

<p><strong>Democratic Alliance Tshwane mayoral candidate Cilliers Brink has accused Tshwane Mayor Nasiphi Moya of entrenching the city’s reliance on water tankers instead of fixing failing infrastructure.</strong></p>



<p>Brink made the statements on Wednesday, a day before Moya is to deliver her state of the capital address on Thursday.</p>



<p>His criticism follows the collapse of a community meeting in Hammanskraal earlier this week, after Moya failed to arrive.  </p>

<p>Moya later apologised and said she had been delayed at another engagement, and that when she was “on my way” she was told meeting was adjourned “for safety reasons”.</p>

<p><strong>Tshwane Executive Mayor Nasiphi Moya has appointed Councillor Flora Monama as the new MMC for Corporate and Shared Services.</strong></p>



<p>This follows the removal of Kholofelo Morodi after allegations of corruption and tender-related impropriety emerged at the Madlanga Commission.</p>

<p>In a statement on Wednesday, Moya said the appointment was aimed at strengthening the city’s administrative backbone and improving service delivery support across departments.</p>



<p>&#8220;I am confident that Cllr Monama will provide stable, capable, and focused leadership in this critical portfolio, strengthening the City’s internal capacity to support service delivery,&#8221; Moya said.</p>



<p>Monama has more than three decades of experience in government, with a background spanning human resource management, labour relations, compliance oversight and organisational administration.</p>

<p><strong>The Democratic Alliance (DA) in Tshwane has warned that the metro could face an “inevitable” cash-flow crisis within the next 12 months unless urgent steps are taken to stabilise its finances.</strong></p>



<p>The party’s leadership in the capital, led by its mayoral candidate for next year’s local government elections, Cilliers Brink, proposed measures it said would prevent the city from sliding into a position where it was forced to draw on pension funds to cover operating costs.</p>



<p>“The expenses incurred by the city is much higher than the realistic collection of income, and this is a result of bad policy and bad government. Tshwane has been in an acute financial crisis since the city has been placed illegally under administration for a prolonged period of time in 2020,” said DA Tshwane spokesperson for utilities, Jacqui Uys.</p>

<p><strong>The City of Tshwane has launched an ambitious plan to reposition South Africa’s capital as a hub for investment, innovation, and job creation, with executive mayor Nasiphi Moya declaring that “Tshwane is open for business.”</strong></p>



<p>Speaking at the metro’s inaugural Investment Summit in Menlyn on Wednesday, Moya outlined a bold economic vision under the theme, <em>Tshwane Rising.</em></p>



<p>The mayor set immediate and long-term targets aimed at unlocking the city’s potential, reviving dormant assets, and restoring confidence in municipal governance.</p>



<p>“Our bold targets are to grow the local economy at an average of 3.9% by 2029, attract between R17 billion and R26 billion in investment, and create at least 80,000 new jobs,&#8221; Moya said.</p>



<p>&#8220;Taken together, these enablers show that Tshwane is serious about creating the right environment for investment. The assets are ready, the systems are improving, and the incentives are in place. <p><strong>ActionSA says the passing of the 2025/26 City of Tshwane budget on Thursday marked a major victory for all residents of the capital and for South Africans who envision Tshwane as a shining example of good governance.</strong></p>



<p>This budget is the first to be passed by the ANC-led multiparty coalition since its formation in October last year.</p>



<p>ActionSA President Herman Mashaba welcomed the adoption of the budget, adding that it is the first time ActionSA Executive Mayor, Dr Nasiphi Moya, and her coalition government will deliver services from a budget they crafted themselves.</p>



<p>According to Mashaba, the team, led by Moya and ANC Deputy Executive Mayor and MMC for Finance, Eugene Modise, has delivered the first fully funded budget in years.</p>

<p><strong>City of Tshwane mayor Dr. Nasiphi Moya has pledged to address the embattled municipality&#8217;s challenges head-on in the next financial year since taking over office last year.</strong></p>



<p>Speaking in Pretoria on Tuesday, Moya reflected on the achievements and challenges of the multi-party coalition government over the past 100 days.</p>



<p>These include financial stability, economic revitalisation, infrastructure development, equitable service delivery, cleanliness, by-law enforcement, urban safety, and improved government accessibility.</p>



<p>Moya, an ActionSA councillor, was elected Mayor of Tshwane in October last year after a decisive victory over the DA’s Cilliers Brink. Her election was backed by a coalition of the ANC and the Economic Freedom Fighters (EFF).</p>
