The decision follows revelations at the Madlanga Commission of Inquiry, where Mnisi was accused of using his role as chairperson of the Bid Adjudication Committee to steer contracts toward preferred bidders.

An independent investigator will be appointed to probe the allegations, with findings expected within 30 days.

In the interim, Nthabiseng Mokete, head of the city’s budget division, has been nominated to serve as acting CFO.

By-elections are municipal elections held between South Africa’s five-yearly local government elections when a ward needs to elect a new councillor.

A by-election must be held if, among other reasons, a vacancy occurs in a ward (for example following the death of a councillor), a court sets aside an election, a council is dissolved, or the Electoral Commission does not declare a result within the prescribed period.

The by-election must generally take place within 90 days of the event that triggered it.

Unlike national and provincial elections, which use party lists, a municipal ward by-election is candidate-based: voters choose an individual ward candidate standing for a party or as an independent.

By-elections matter because municipal councils make decisions that shape everyday services and governance, including water and sanitation, electricity distribution, refuse removal, local roads and municipal health services.

The reappointment of Floyd Brink as Johannesburg city manager has garnered mixed responses from opposition and coalition parties, with the Democratic Alliance (DA) accusing the African National Congress (ANC)-led coalition of politicising a position that should serve the city’s residents, not internal party factions.

Brink’s return, confirmed during a tense council meeting on Thursday, comes less than a year after the Gauteng High Court declared his previous appointment unconstitutional, unlawful, and invalid, following a DA court challenge.

Despite this, the ANC and its coalition partners in the Economic Freedom Fighters (EFF) and Patriotic Alliance (PA) voted to reinstate Brink, citing his “proven administrative leadership” and experience.

The DA – which has consistently said that Brink is not qualified for the post and that the process to appoint him was not sound — abstained from the vote, saying it refused to participate in an “ANC factional power play”.
