The Special Investigating Unit (SIU) will investigate allegations of maladministration in eThekwini Metropolitan Municipality’s Water and Sanitation Services, focusing on irregularities in human settlements and schools.

President Cyril Ramaphosa has authorised this probe through Proclamation 248 of 2025.

The investigation will scrutinise Project Number Y6525AZ1: Ablution Blocks—In Situ Upgrade—Infrastructure Sanitation to identify causes of mismanagement.

It aims to determine if any municipal officials or employees engaged in unlawful conduct that resulted in improper benefits.

Covering activities from January 1, 2015, to February 14, 2025, the probe also includes related misconduct before or after these dates involving the same individuals, entities, or contracts.

SIU spokesperson Kaizer Kganyago said that beyond exposing maladministration, corruption, and fraud, the SIU aims to identify systemic failures and recommend preventive measures.

Kganyago said that any evidence of criminal activity uncovered will be referred to the National Prosecuting Authority (NPA) for further action.

Additionally, the SIU has the authority to initiate civil proceedings in the High Court or a Special Tribunal to recover losses resulting from corruption, fraud, or maladministration.
