The City of Tshwane Council has suspended Chief Financial Officer Gareth Mnisi for three months, pending a formal investigation into allegations of tender manipulation.
At a special in-committee meeting, councillors voted unanimously to adopt a report recommending Mnisi’s immediate suspension.

The decision follows revelations at the Madlanga Commission of Inquiry, where Mnisi was accused of using his role as chairperson of the Bid Adjudication Committee to steer contracts toward preferred bidders.
An independent investigator will be appointed to probe the allegations, with findings expected within 30 days.
In the interim, Nthabiseng Mokete, head of the city’s budget division, has been nominated to serve as acting CFO.

Mnisi’s legal team has rejected the allegations, insisting the suspension lacks factual basis and violates fair labour practices.
The council stated the move was necessary to safeguard the integrity of the investigation.
