The truck was discovered at the Waterglade Industrial Park in Eastern Avenue, came to the UK from Bulgaria, police said.
Essex Police said everyone inside the container, 38 adults and one teenager, were found dead.
The lorry driver, a 25-year-old man from Northern Ireland, has been arrested on suspicion of murder.
